2007 Real Estate and Per Capita Tax Questions

The Real Estate and Per Capita Tax Bills for Charlestown Township were mailed out this week.
Starting in 2007, residents/property owners will receive two separate bills, a real estate tax bill for each parcel they own, and one per capita tax bill for each adult in the residence over age 18. This is the procedure recommended by the Pennsylvania Department of Economic and Community Affairs (DCED). All Charlestown taxes are collected by the Central Tax Bureau ("Centax").
Here are the answers to some of the questions we're getting at the township office related to tax billing:
  1. May I send in one check for both my real estate and per capita bills?
    No, they should be paid with separate checks, but the payments can be mailed in together. (Updated 03/01/07)
  2. The real estate bill used to go directly to my mortgage company. Did they get a copy?
    No. By law the tax bill must go to the tax payer on record with the County Assessment Office. If you have funds escrowed with a mortgage company to pay your taxes, you must send them your real estate bill. We recommend you make a copy for yourself first.
  3. Will my mortgage company pay my per capita bill?
    By law a mortgage company should only pay the real estate based tax. However, some will pay the per capita. Call your mortgage company to determine if they will pay the per capita bill.
  4. What if we receive a per capita tax bill for someone who no longer lives with us?
    Write a note on the tax bill and send it back to Centax without a payment.
  5. What if we have residents over 18 living with us who did not receive a per capita tax bill?
    Write the name of the extra person(s) on the per capita bill and return with payment of $10.00 per person. (And give yourself a gold star for being an honest person).
  6. Is the Per Capita Tax a new Tax?
    No. This has been a $10.00 per person tax (for persons over 18) for many years. It used to be included on the Real Estate Tax Bill so you were accustomed to receiving only one bill.
