Atwater Office Park Road Improvements

I attended last night's special Board of Supervisors meeting at which representatives of Trammel Crow presented the road improvement plans associated with the Atwater Office Park complex they are building around the old Warner Quarry between Rt. 29, Yellow Springs Road and Church Road, mostly in East Whiteland Twp. Links to illustrations are provided below.
An overview of the office park complex was presented using a large illustration based on an aerial photograph. The illustration covers the area from the Rt. 29 - Rt. 202 intersection in the south to the Rt. 29 underpass of the PA Turnpike at the north. The office complex is rendered on the photo. It consists of office buildings ringing the quarry, (with the exception of the location of St. Peters Church). These buildings are surrounded by Atwater Boulevard which runs from Rt. 29 at General Warren Blvd. to the north, looping around the complex and returning to Rt. 29 opposite Flat Road. The large quarry will be "filled" with water which will exit from the east end into the Valley Creek watershed.
North Atwater Boulevard will open at the General Warren Blvd. intersection this summer and the first building will be constructed along the north side of the complex this year. The entire office complex project is expected to be completed in the 2012-2013 time frame.

A traffic consultant then explained the multi-phase road improvement projects encompassing the intersections within and closest to Charlestown Township. Extending over three years, these improvements include -
An extension of Warner Road will connect the intersection of Yellow Springs Road at Rt. 29 (at Charlestown Tavern) with Phoenixville Pike south of the PA Turnpike bridge over Phoenixville Pike. This will allow north bound traffic on Phoenxiville Pike to cut over to Rt. 29 south bound (or Yellow Springs Road east bound) before the Turnpike bridge and without having to go through the existing Charlestown Rd. - Phoenixville Pike - Rt. 29 intersection. Similarly, traffic from the corporate center on Rt. 29 will be able to cut directly over to Phoenixville Pike in the opposite direction.
New traffic lights with turn control signals will be installed at White Horse and Rt. 29, Yellow Springs and Warner Road and Rt. 29, and the new intersection of Warner Road and Phoenixville Pike. In addition, the light at the Charlestown Rd. - Phoenixville Pike - Rt. 29 intersection will be upgraded to provide for turn signals in all directions.
All roads leading into the Charlestown Rd. - Phoenixville Pike - Rt. 29 intersection will be widened with turn lanes added. Specifically, Charlestown Road will become four lanes from the intersection up the hill, converging to the existing two lanes before the Elementary School. Rt. 29 will be four lanes plus an extra north bound turning lane at this intersection. Phoenixville Pike will also be four lanes at this intersection. Appropriate lanes will serve as turning lanes in all directions.
White Horse Road will be four lanes up to the vicinity of the Post Office and will have turning lanes at its intersection with Route 29.
The Rt 29 bridge under the Turnpike will be four lanes, two in each direction.
A fifth lane (third south bound lane) will extend from the Rt. 29 Turnpike bridge all the way to General Warren Blvd.

During this meeting, there was considerable discussion of the potential hazards associated with possible contamination of the water in the Atwater "lake" and the implications for wells in the area.
