For the month of January 2004

January was a busy month with five storms hitting our area on the 14th, 17th, 24th, 26th and 27th. Our road contractor has responded to each storm as needed in a timely manner. The water table remains high and as a result, we are seeing constantly flowing springs on Yellow Springs, Bodine, Church, Hollow, Valley Hill and Pikeland Roads among others which continue to cause icing on the roads. I am working with PennDOT to try to alleviate some of the major problems by ditching and, where necessary, installing drains for the springs. Work on the severe icing problem on Yellow Springs Road was scheduled to begin today by PennDOT but may be delayed until February 4th. We also ditched a short portion of Church Road (PennDOT road) to alleviate a major water problem there.
We are continuing to replace road signs, particularly road name signs as needed. Road barricades are being finished and inlets are being marked with green stakes as time and weather permit. The work-order tracking program is being tested.
The repair of the garage damage has been delayed by the cold weather. I replaced two of the lights on the salt shed due to faulty ballasts.
I continue to meet with PennDOT regarding maintenance issues and review the township roads for deficiencies or necessary improvements.

For the month of February 2004

February was also a busy month with icing conditions occurring many nights. We also had several days of rain and freezing rain. Our road contractor has kept up with those conditions in a timely manner. The water table is still high and as a result, there are constantly flowing springs on Yellow Springs, Bodine, Church, Hollow and Valley Hill Roads among others which may cause icing on the roads. PennDOT installed cross-pipes on Yellow Springs Road and Church Road, replaced a cross-pipe on Valley Hill Road and installed a u-drain for a spring on Pikeland Road as well as repairing many potholes. We have also been filling potholes as necessary.
We are continuing to replace road signs, particularly road name signs as needed.
Road barricades are being finished and inlets are being marked with green stakes as time and weather permit. The work-order tracking program is being tested.
The repair of the garage damage has been completed. The repaired section will be re-painted as soon as the weather permits.
I continue to meet with PennDOT regarding maintenance issues and review the township roads for deficiencies or necessary improvements.

For the month of March 2004

March was its unpredictable self this year. We had snowstorms #9 and #10 in the middle of the month. We also had several days of rain and freezing rain. Our road contractor continued to keep up with those conditions in a timely manner. We have been filling potholes as necessary.
We broomed most of the intersections to clear the residue of anti-skid and were able to broom some of the other roads as appropriate. We will be scheduling the street sweeping and the washing of the Pickering Road bridge deck and supports as soon as practical.
We are continuing to replace road signs, particularly road name signs as needed. The quantity of street name signs that we are replacing has used up most of our reserve for those "popular" names and we are replenishing as quickly as we can.
Road barricades are being finished and inlets are being marked with green stakes as time and weather permit. The work-order tracking program is in limited use. We will move that program to a computer in the office as one becomes available.
The repainting of the garage damage has been completed.

For the month of April 2004

April held true to form with enough rain to bring us up to average for the year. We have had our share of potholes and our road contractor has kept up with them as they have been reported or located during routine road checks.
During the month we swept and broomed all of the township roads; washed the Pickering Road bridge deck; repaired the shoulder and replaced an inlet at Yellow Springs and Sidley Hill Roads; repaired two inlets in the Tyrone Farms area; and removed a tree that had fallen across Lincoln Road.
We continue to replace road signs. The road barricades are finished. As time and weather permit, we will be marking inlets with green stakes. The work-order tracking program is in limited use. We will move that program to a computer in the office as soon as one becomes available.
I continue to meet with PennDOT regarding maintenance issues and review the township roads for deficiencies or necessary improvements.
I attended several courses and seminars that were held in conjunction with the PSATS Convention in Hershey, PA. Some of the topics covered were: Spring Road Maintenance; Roadmaster's Roundtable; Soil Stabilization - Shoulder Erosion; MUTCD Update; and Understanding Surface Treatments.
