Communications Policy

CHARLESTOWN TOWNSHIP
CHESTER COUNTY, PENNSYLVANIA
RESOLUTION NO. ______
BE IT RESOLVED THAT the Board of Supervisors of Charlestown Township, recognizing the need for efficient and open communication, hereby establishes the following communications policy.
General Guidelines
All written correspondence, applications, plans and documents to be filed with or directed to the Township or any of the Township's Boards and Commissions must be mailed, postage prepaid, via the U.S. Postal Service, sent via courier service requiring a return receipt signed by the Township or hand-delivered (original or copy) to the Township Office, 4030 Whitehorse Road, P.O. Box 507, Devault, Pa. Hand deliveries will only be accepted when the office is open. Office Hours are Monday through Friday, 9:00 A.M. - 3:00 P.M. excepting holidays or other special circumstances. Do not leave items in the lobby, under the office door, or with persons other than Township staff. Any direct communications with the Township's consultants must be simultaneously copied to the Township Office. No time clocks will start on submissions that are not properly delivered and marked "received" by Township Office staff, or where required, the application or submission is deemed complete by the Township Administrator.
Formal Plans, Applications and Submissions
The following lead times will apply to formal plans, applications and submissions to the Township. All materials must be delivered to the Township Office during office hours or they will not be accepted.
Building Permits: The Zoning Officer has ninety days to review, process, and approve/deny building permit applications once they have been deemed complete. The Zoning Officer will endeavor to process, review and approve/deny all building permit applications as soon as possible.
New or Revised Preliminary and Final Subdivision & Land Development Applications: Complete submission must be received at least three weeks prior to the next Planning Commission meeting where reviews are conducted.
Conditional Use Applications: Complete submission must be received at least three weeks prior to the next Planning Commission meeting where reviews are conducted.
Zoning Amendments/Curative Amendments: Complete submission must be received at least three weeks prior to the next meeting where reviews are conducted.
Sketch Plans: Complete submission must be received at least two weeks prior to the next Planning Commission meeting where reviews are conducted.
Zoning Hearing Board Applications: The Zoning Hearing Board Solicitor's office will make every effort to schedule a hearing within four weeks of a complete application.
Public Meetings
Agendas
The Charlestown Township Board of Supervisors and Planning Commission Agendas are available for review the Friday preceding the meetings at the Township office or on the Citizens' Website at www.charlestown.org. The Agenda is subject to change after it is published.
Special meetings may be called provided that the public is given 24 hour notice in compliance with the Sunshine Law. All meetings of the Township's Boards and Commissions required to be open to the public by the Sunshine Law will be open meetings.
Citizens' Forum
Each regular Board of Supervisors meeting begins with an opportunity for citizens to address the Board on items that are not scheduled on the Agenda. A sign-up list can be found on the meeting table in the front of the room. When your name is called, please give your name and address for the record. Your comments will be limited to three minutes unless an extension is granted by the Chairman. If you will be providing handouts, please bring ten copies, or stop by the Township Office at least one day prior to the meeting to have the information copied for the Board Members, Consultants, Recording Secretary and for the Official Record.
Requests to Place an Item on a Meeting Agenda
In order to have a topic or request placed on an upcoming meeting agenda, a written request must be submitted to the Township Office before scheduling. If you will be providing handouts, they must be submitted along with the written request to allow the Board or Commission and consultants sufficient time to review the information. All requests must be received a minimum of one week prior to any meeting to be considered for that agenda, although this does not guarantee placement in all circumstances.
The Township Administrator, in concert with the Board or Commission members and consultants, will determine at which meeting your item will be scheduled. It will not always be possible to honor specific meeting date requests, although we will attempt to do so. You will be notified of the meeting date, time and place for which your item has been scheduled.
Candidates for Positions on our Boards and Commissions
In order to be considered for an appointment to one of the Township Boards or Commissions, candidates must first send a letter of interest to the Township Office to be distributed as necessary. A resume is not required but may be advisable for some positions.
The following groups will conduct initial interviews and make a recommendation to the Board of Supervisors:
   Historical Commission/HARB
   Planning Commission
   Open Space Commission
   Parks & Recreation Board
   Brightside Farm Committee
The Supervisors will make the final decision on appointments, and may or may not request their own interview with the candidate(s) prior to doing so.
All other positions will be interviewed directly by the Board of Supervisors, including openings on the Zoning Hearing Board and Valley Forge Sewer Authority.
