Fire Marshal Report to the Board of Supervisors

January 7, 2002

During the month of December, the East Whiteland and Kimberton Fire Companies and I responded to one HazMat, one automatic alarm, one medical assist, one residential rescue and two vehicle accidents.
The emergency calls were as follows:
   HazMat on Phoenixville Pike
   Automatic alarm on Church Road
   Medical assist on Charwyn Lane
   Residential rescue on Loudin Place
   Vehicle accidents on:
  • Rt. 29 north of Whitehorse Road
  • Charlestown and Coldstream Roads
Precipitation for December was again below normal which puts the year-to-date at 10" below normal.
Looking back on 2001 there were 157 incidents to which the East Whiteland, Kimberton Fire Companies and I responded. Most notable were: 52 automatic fire alarms which were mostly false, 58 vehicle accidents, 3 dwellings, 4 vehicles and 1 garage. The year 2001, in comparison with 2000, showed very little change in any incident category.
All of these incidents represent thousands of volunteer hours, both in operations and training. The women and men who responded to these calls, and the ambulance and medic unit services that cover our township, most of whom are volunteer, should be recognized and thanked.
The Emergency Operations Center with Act 145 monies, received five new computer monitors with a control box to enhance communications at each operations position within the EOC. Every position including the conference/meeting area will now have a full view of the situation status board.
Looking forward to 2002, among the items that must be addressed in the emergency management area are:
  • Adoption of the new Fire Control / Hazardous Materials Reporting and Storage Ordinance
  • Updating and adopting the Emergency Response Plan
I have again enjoyed serving as your Fire Marshal for 2001. It is a positive experience for me and I feel that we are increasing the fire safety awareness of our businesses and citizens. I hope that I may continue to serve as your Fire Marshal for 2002.
Addendum:
Mr. Alston added the following comments when presenting his report -
  • The burning ban is still in effect.
  • I attended a seminar regarding some of the NFPA changes for fire extinguishing equipment and requirements.
  • I attended the Eastern Regional PEMA Training session whereÊthere were two excellent presentations on the terrorist crash in Somerset County and the other regarding some of the emergency planning for the Army-Navy game.
Respectfully submitted,

Frederick C. Alston
Fire Marshal / Emergency Management Coordinator
